Solicitud de Cualificaciónes (RFQ) y Pre-Cualificaciónes para Proveer Reparaciónes de Vivienda

El Departamento de Servicios de la Comunidad de Harris busca pre-calificar contratistas responsables para participar en el Programa de Reparación de Vivienda del Condado de Harris en las siguientes categorías: 1) Reparación de Estabilización de Vecindarios; 2) Reparaciónes Menores; 3) Reparaciónes Extensivas; y 4) Mejorías de Seguridad y Salud. La misión del Programa de Vivienda del Condado de Harris es proporcionar asistencia financiera a propietarios de vivienda de bajos a moderados ingresos con el proposito de proveer vivienda decente, segura y sanitaria, asi como mejorar la calidad de vida.

El Programa de Reparación de Vivienda del Condado de Harris proporcionará asistencia en las reparaciónes de vivienda en las siguientes categorías :

Reparación de Estabilización de Vecindarios:

Proporcionará hasta $20,000 en casas desocupadas adquiridas por el Condado haciendolas seguras, decentes y habitables para su venta o habitarlas. Meta: 10 unidades por año.

Reparaciónes Menores:

Proporcionará hasta $20,000 a propietarios de vivienda, en asistencia en forma de subvención, para reparaciónes menores incluyendo pero no se limitan a reparaciónes/reemplazo de techo, mejoras de accesibilidad para discapacitados, mejoras mecánicas, eléctricas y de plomería. Meta: 40 unidades por año.

Rehabilitación Extensivas/Reconstrucción:

Proporcionará hasta $135,000*en asistencia en forma de subvención o préstamo a plazos para la Rehabilitación Extensiva/Reconstrucción de viviendas en donde la estructura está seriamente defectuosa o insegura. Meta: 10-15 unidades por año en zonas geografícas seleccionadas. * Adquiridos a travez del Departamento de Compras del Condado de Harris y sujeto aprobación por la Corte de Comisionados.

Mejorias de Seguridad y Salud:

Proporcionará hasta $40,000 en asistencia en forma de subvención con el proposito de reparar/reemplazar pozos de agua y sistemas sépticos que no estén funcionanado ó que hayan recibido multas por violaciones a la salud y seguridad. Meta: 10 unidades por año.

El programa estará en función anualmente de manera continua utilizando varios contratistas. Este proyecto será financiado por el gobierno federal por el Departamento de Vivienda y Dearrollo Urbano de EE. UU. (HUD) y a travez del Departamento de Servicios de la Comunidad del Condado de Harris (HCCSD). Los requisitos incluyen, pero no se limitan a, Sección 3 de la Ley de Vivienda y Desarrollo Urbano de 1968, y la contratación de pequeñas empresas, minorías y empresas desfavorecidas.

Los Contratistas que estén interesados en participar en el Programa de Reparación de Vivienda deben entregar la Solicitud de Pre-Cualificación, proveer toda la documentacion, ser pre-aprobado por el Departamento de Servicios de la Comunidad del Condado de Harris y estar en la lista de Contratistas Calificados para el Programa de Reparación de Vivienda.

Request for Qualifications (RFQ) and Pre-Qualification Submittals to provide Home Repairs

NOTICE TO CONTRACTORS

September 10, 2015

 

The Harris County Community Services Department seeks to pre-qualify responsible contractors for participation in the Harris County Home Repair Program for the following categories: 1) Neighborhood Stabilization Repair; 2) Minor Repair; 3) Major Rehabilitation; and 4) Health & Safety Improvements. The mission of the Harris County Home Repair program is to provide assistance to low-to- moderate income homeowners for the purpose of providing decent, safe and sanitary housing conditions as well as improving their quality of life.

The Harris County Home Repair Program will provide assistance under the following home repair categories:

Neighborhood Stabilization Repair:

Provide up to $20,000 to make County acquired vacant foreclosed homes decent, safe and habitable and to prepare the home for sale or occupancy. Goal: 10 units/year

Minor Repair:

Provide up to $20,000 assistance in the form of a grant for minor home repairs to owner occupied homes, including but not limited to roof repair/replacement, handicap accessibility improvements, mechanical, electrical and plumbing improvements. Goal: 40 units/year

Major Rehabilitation/Reconstruction:

Provide up to $135,000* assistance in the form of a grant or deferred loan for major home rehabilitation/reconstruction for housing structures deemed unsafe or severely defective. Goal: 10-15 units/year in targeted geographic areas. *Procured through the Harris County Purchasing Department and subject to Commissioners Court approval.

Health & Safety Improvements:

Provide assistance up to $40,000 in the form of a grant for the purpose of repairing /replacing water wells and septic systems that are not functioning and/or have received a citation for health and safety violations. Goal: 10 units/year.

The program will operate on a continuous annual basis using multiple contractors. This project will be federally funded by the U.S. Housing and Urban Development (HUD) Department through the Harris County Community Services Department (HCCSD). Applicable requirements include, but are not limited to, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantaged firms.

All Contractors who are interested in participating in the Home Repair Program must complete a pre-qualification submittal, provide all documentation requested, and be approved by the Harris County Community Services Department to be on the Qualified Contractors List for the Home Repair Program. The Harris County Community Services Department (HCCSD) proposes an amendment to the following rental housing developments as part of the Texas Community Development Block Grant Disaster Recovery Round 2.2 funding commitment:

2012 CDBG-D Funding:

 

Project P2012-0026 The Housing Corporation of Greater Houston – Magnolia Glen/Earl Hatcher Commons – Change in owner/developer from The Housing Corporation of Greater Houston to the Harris County Housing Authority. Total CDBG-D project funding is unchanged.

Project P2012-0023 SGV Investment Homes – Obligate $300,000.000 in 2012 CDBG-D Funds. Total project funding, including previously awarded amounts, will be $2,050,000.00.

Project P2012-0029 Tidwell Lakes Ranch – De-obligate $300,000.00 in 2012 CDBG-D Funds. Total project funding, including previously awarded amounts, will be $10,010,204.00.

Citizen comments regarding proposed amendments will be accepted prior to March 9, 2015 at HCCSD, 8410 Lantern Point, Houston, Texas, 77054, or by phone by calling (713) 578-2000. Comments may also be submitted in person during the public forum segment of the Harris County Commissioners Court meeting on March 10, 2015, at 1001 Preston Street 9th Floor, Houston, TX 77002.
