The U. S. Department of Housing and Urban Development requires that Harris County develop a 3- to 5-year strategy document which states the community development and housing needs of the jurisdiction and annually submit, in a single application for funding, its request for Community Development Block Grant (CDBG), Emergency Shelter Grants (ESG), and HOME Investment Partnerships (HOME) Program funds. This strategy document is called the Consolidated Plan and the single application for funding is called the Annual Action Plan (AAP). When significant changes occur to the Consolidated Plan and subsequent AAPs, Harris County must propose amendments to be reviewed by the public for a 30-day comment period. The Harris County Community Services Department (HCCSD) has proposed the following amendments:
