What is the Annual Action Plan?


The Annual Action Plan (AAP) is an annual public awareness document that is required by the U.S. Department of Housing and Urban Development (HUD) of any jurisdiction receiving federal entitlement grants, funds allocated to Harris County based upon a formula of population and poverty characteristics. The AAP is the annual update to the Consolidated Plan, a 3- or 5-year planning document also required by HUD, which sets forth the county's long-term community development goals and strategies.

In brief, the AAP describes the resources available, how those resources are to be utilized, including the projects selected for funding, and the geographic distribution of those resources. The AAP process has been specifically created to assist in mapping one-year actions for community development and making good use of available federal, state, and local resources.

Draft - PY2024 Annual Action Plan

The Draft Program Year (PY) 2024 Annual Action Plan (AAP) is Harris County's blueprint for facilitating change within low-to-moderate income communities and ultimately improving the quality of life in Harris County. For PY2024, Harris County will use CDBG, ESG and HOME funds towards community development activities during our upcoming program year which begins October 1, 2024, and ends September 30, 2025. The U.S. Department of Housing and Urban Development (HUD) determines the Entitlement allocation amount based on Harris County's Service Area population, poverty, housing, overcrowding, and age of housing.

On September 28, 2023, at 6 PM, Harris County CSD hosted a Community Planning Meeting to obtain input from Harris County residents on our allocation of HUD Entitlement funds for PY2024 and the PY2024 Annual Action Plan. Harris County CSD will now begin to release Request for Proposals (RFPs) to solicit project activities that will support Harris County projects as part of the PY2024 Annual Action Plan. In January 2024, the Community Development Block Grant (CDBG-PS) and Emergency Solutions Grant (ESG) RFP will be released on our website at https://csd.harriscountytx.gov/Housing-and-Community-Development/Programs-and-Services/Funding-Opportunities-RFP-RFA. The Community Development Block Grant for Public Facilities and Infrastructure Improvement RFP will be released in February 2024 at the site above.
