Harris County recognizes the need for individualized attention and planning in the county’s established neighborhoods.
Through an effort to revitalize economically strained communities, the Harris County Community Services Department (CSD) has identified neighborhoods located in the unincorporated areas of the county that exhibit higher than average levels of distress.
CSD and the U.S. Department and Housing & Urban Development (HUD), through the county’s Consolidated Plan, have designated these communities as Target Areas.
The factors considered in identifying target areas are neighborhoods that exhibit high levels of poverty and low-to-moderate-income residents in their population.
Plans represent the community’s vision for improving the quality of life in their neighborhoods.
It provides useful information about current conditions within the community and identifies its strengths and weaknesses on community and economic development issues.
Plans also explain the long-term goals and objectives for improving the housing, infrastructure, and services, and state-specific plans for making improvements throughout the next five years.
