Emergency Solutions Grant—Coronavirus (ESG-CV)

In response to Covid-19, the "Coronavirus Aid, Relief, and Economic Security Act" (CARES Act), Public Law 116-136, was signed by former President Trump on March 27, 2020, to respond to the growing effects of this historic public health crisis. The CARES Act made available supplemental allocations of Community Development Block Grant – Coronavirus (CDBG-CV) and Emergency Solutions Grants – Coronavirus (ESG-CV). 

In 2020, Harris County received supplemental allocations from HUD for CDBG-CV and CDBG-CV Round 3 for a total amount $18,317,084. In addition, Harris County received supplemental allocations from HUD for ESG-CV Round 1 and ESG-CV Round 2 for a total amount of $12,077,076. This brings the total HUD supplemental funding from the CARES Act for CDBG-CV and ESG-CV to $30,394,160. Receipt of the supplemental funding allocation from HUD allows Harris County to proceed with developing a substantial amendment to the approved PY2020 Annual Action Plan. Below is a list of projects funded with CDBG-CV and ESG-CV funds as well as information on HCCSD’s Community COVID Housing Program 

Community COVID Housing Program

As members of The Way Home Continuum of Care (CoC), Harris County, the City of Houston and the Coalition for the Homeless Houston partnered together to combat the COVID-19 pandemic for our most vulnerable residents impacted by COVID-19, people experiencing homelessness. Special, strategic endeavors were required to protect people experiencing homelessness. Housing individuals who were living unsheltered on our streets and residing in our emergency shelters helped prevent the spread of COVID-19 amongst this highly susceptible population. This Community COVID Housing Program (CCHP) accomplished several goals with CDBG-CV and ESG-CV funds:

  • Bridge to Permanent Supportive Housing: Bridge to PSH provided intervention that combines affordable housing assistance with voluntary supportive services.
  • Rapid Re-housing: RRH that included short-term, up to 12 months, rental assistance and services. 
  • Diversion: Housing-focused problem-solving conversations paired with limited financial assistance.
  • Mental Health support: Assistance with housing and mental health supports to increase housing stability.
  • Income support: Assistance with employment assistance and case management to increase housing stability.
