On August 23 to September 15, 2017, Harris County sustained significant damage from the major flooding that resulted from torrential rainfall associated with the landfall and slow movement of Hurricane Harvey. As a result, a Presidential Disaster Declaration was declared on August 25, 2017, (FEMA DR-4332) that included Harris County.

State of Texas Plan for Disaster Recovery (Action Plan): Amendment 3 for 2017 CDBG-DR Hurricane Harvey Round 1 Fund 

The State of Texas has published a substantial amendment to the State's Action Plan for Disaster Recovery. In addition to changes and updates which are listed in Section 1.1 Amendment 3: Summary of Changes, Harris County outlines its intended uses of additional CDBG-DR Funding from HUD in the amount of $89,309,355 in Harris County Programs plus additional administration funding of 2.5 percent. Amendment 3 was published by the Texas General Land Office (GLO) on March 21, 2018, and is available on the GLO's website for review at http://recovery.texas.gov/public-notices/notice-and-opportunity-to-comment-on-amendment-3-to-state-action-plan.html. Harris County and the Texas General Land Office encourage residents, affected local governments, stakeholders and other interested parties a to examine the amendment's contents and provide feedback. Harris County Needs Assessment 

The Harris County Needs Assessment regarding Hurricane Harvey recovery and unmet needs have been submitted to the Texas General Land Office on October 26, 2018. This plan will assist the county to develop programs utilizing Community Development Block Grant - Disaster Recovery (CDBG-DR) Round 1 funds in the amount of $1,115,386,830. Harris County Supplemental Action Plan 

The U.S. Department of Housing and Urban Development (HUD) has allocated $5.024 billion in Community Development Block Grant Disaster Recovery (CDBG-DR) funds to the state of Texas in response to Hurricane Harvey, DR-4332, through the publication of the Federal Register, Vol. 83, No. 28, Friday, February 9, 2018. This allocation was made available through the Continuing Appropriations Act, 2018 and Supplemental Appropriations for Disaster Relief Act, 2017 that allocated $7.4 billion in CDBG-DR funds in response to major disasters declared in 2017. In their Action Plan submitted to U.S. HUD on May 8, 2018, the State of Texas, under their program administers the Texas General Land Office (GLO), made a direct allocation of $1,115,386,830 in Community Development Block Grant Disaster Recovery (CDBG-DR) funding (Round 1) to Harris County. 


A Draft Supplemental Action Plan has been developed by Harris County to program these funds and submitted to the GLO. The original Draft Supplemental Action Plan, which was approved by the Harris County Commissioners Court on July 10, 2018, was incorporated into the State of Texas Plan for Disaster Recovery - Hurricane Harvey Round One (CDBG­DR) as Amendment One by the GLO. The GLO submitted Amendment One to HUD in October 2018 and HUD-approved Amendment One on December 11, 2018.

Method of Distribution 

Harris County will receive a direct allocation of Hurricane Harvey Round 1 CDBG-DR funding from the Texas General Land Office (GLO). A methodology for the distribution and calculation to cities within Harris County, who do not receive an allocation directly from the GLO as described by the GLO in their Action Plan, will be established for CDBG-DR infrastructure funding. This method of distribution (MOD) will balance the relative impact of Hurricane Harvey on the jurisdiction's population, percentage of the jurisdiction's population that is low-to-moderate-income, and the ability to recover and total unmet need.

Hurricane Harvey_lst Allocation Residential BUY.Out Project Application 

The U.S. Department of Housing and Urban Development (HUD) has allocated $57.8 million in Community Development Block Grant Disaster Recovery (CDBG-DR) funds to the state of Texas, to be administered by the Texas General Land Office (GLO) in response to Hurricane Harvey, FEMA-DR-4332, through the publication of the Federal Register, Vol. 82, No. 247, Wednesday, December 27, 2017. This first allocation is the remaining amount from $400 million appropriated under Public Law 115-31 that allocated CDBG-DR funds to Texas for the 2015 and 2016 flood events. 

The Texas GLO has approved the Residential Buyout Project Application and a contract was approved and executed by Harris County Commissioners Court on July 10, 2018.

Inundación 2017 – Huracán Harvey

 

Entre el 23 de Agosto y el 15 de Septiembre del 2017, el Condado de Harris sufrió daños considerables como consecuencia de las grandes inundaciones que resultaron de las intensas lluvias torrenciales asociadas con la recalada y movimiento lento del Huracán Harvey. Como resultado, el 25 de Agosto del 2017 (FEMA DR-4332) se declaró una Declaración Presidencial de Desastres incluyendo al Condado de Harris.

El Departamento de Vivienda y Desarrollo Urbano de los EE. UU. On April 17 to 30, 2016 and May 22, 2016 to June 24, 2016, Harris County sustained significant damage from two major flooding events that resulted from severe storms and flooding. As a result, both flooding events were Presidentially Declared as Disasters in Harris County. On September 29, 2016, under Section 145 of the Continuing Appropriations Act 2017, on December 10, 2016 under the Furthering Continuing and Security Assistance Appropriations Act 2017 and on May 5, 2017 under the Consolidated Appropriations Act 2017, the State of Texas was allocated by the US Congress $238,895,000 in Community Development Block Grant Disaster Recovery (CDBG-DR) (Public Law 114-223, 114-254 and 115-31) funding to be used in the recovery process. The Texas General Land Office (GLO) is the CDBG-DR administrator of the State's allocation. The amount allocated to Harris County and affected jurisdictions by the GLO was $66,199,732.

2015 Disaster Recovery Program

2015 Flood Disaster Events

On May 4 to June 23, 2015 (Memorial Day) and October 22 to 31, 2015 (Halloween), Harris County sustained significant damage from two major flooding events that resulted from severe storms, tornadoes, straight-line winds and flooding. As a result, both flooding events were Presidentially Declared as Disasters in Harris County. On June 17, 2016 in the Federal Register, Vol. 81, No. 117, the State of Texas was allocated approximately $22 million in Community Development Block Grant Disaster Recovery (CDBG-DR) (Public Law 114-113) and on August 7, 2017 in the Federal Register, Vol. 82, No. 150 (Public Law 115-31) the State of Texas was allocated an additional approximately $11 million in CDBG-DR funding to be used in the recovery of the four most impacted counties (including Harris County) by Presidential Declared Disasters in May/June 2015 and October 2015. The Texas General Land Office (GLO) is the CDBG-DR administrator of the State's allocation. The amount allocated to Harris County and affected jurisdictions (except the City of Houston who received a direct allocation of CDBG-DR from the Federal Register) by the GLO was $4,307,895. This amount was divided by the GLO as $1,378,527 or 32% for Housing and $2,929,368 or 68% for Non-Housing activities.

Round 1

Round 1 Funding

Over $160 million in federal grant money has been awarded to the Harris County Community Services Department since Hurricane Ike made landfall in September of 2008. To date, approximately 500 homeowners living in Harris County (but outside the City of Houston) have received disaster recovery assistance (reconstruction or rehabilitation) for their Ike damaged homes.

Renters also benefitted from Round One funds with the rehabilitation of The Bridges/Ashford Santa Cruz property (452 units) and the newly constructed Temenos Place II, an 80 unit property for homeless and disabled households. Some of the non-housing projects completed include the Sylvan Beach Pavilion, the Leonel Castillo Community Center, emergency generator installations throughout the County, and millions in infrastructure improvements to roadways, parks, drainage systems, and water treatment facilities.

Round 2

The Community Development Block Grant Disaster Recovery (CDBG-DRP) grant funds were appropriated for Round 2.0 (Housing) and Round 2.2 (Non-Housing) by the Consolidated Security, Disaster Assistance, and Continuing Appropriation Act (Public Law 110-329) enacted on September 30, 2008, to facilitate disaster recovery, restoration, economic revitalization, and to affirmatively further fair housing, in accordance with Executive Order 12892, in areas affected by Hurricanes Dolly and Ike, which were Presidentially-declared major disaster areas under Title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.).
