HARRIS COUNTY COMMUNITY SERVICES DEPARTMENT (HCCSD) HOUSING TAX CREDIT RESOLUTION REQUEST GUIDELINES 

One of the goals of the Harris County Consolidated Plan and Analysis of Impediments to Fair Housing, approved by Harris County Commissioners Court and submitted to U.S. Department of Housing & Urban Development, is the promotion and preservation of
quality affordable housing in Harris County. The county seeks to meet this goal by building and improving affordable multi-family rental housing units and supporting quality projects as they apply for Texas Department of Housing and Community Affairs (TDHCA) housing financing programs. Harris County will pursue a balanced approach in investing and supporting multi-family rental projects in both High Opportunity areas as well as in revitalization areas that may be located near buyout interest areas or areas of severe disaster impact as a means of improving and preserving community stability.
TDHCA provides guidance through their Qualified Allocation Plan (QAP) on the number of points for resolutions of Support or Non-Objection for multi-family rental projects from a local jurisdiction, where the project is located. The following are the guidelines developed by the Harris County Community Services Department (HCCSD) and approved by the Harris County Commissioners Court for the recommendations of projects for court resolution of Support or Non-Objection.

HOUSING TAX CREDIT RESOLUTION GUIDELINES 

Applicants, please review the resolution request documents to request a Resolution of Support or Non-Objection from Harris County. HCCSD staff will review submission documents and conduct a comprehensive, fair, and impartial evaluation based on meeting all stated requirements.

TIMELINE FOR RESOLUTION REQUEST FOR 4% TAX CREDITS

 

Harris County accepts 4% tax credit resolution requests throughout the year.

All documents need to be submitted to Harris County CSD at least six weeks before court approval is needed.
 

TIMELINE FOR RESOLUTION REQUEST FOR 9% TAX CREDITS
February 5, 2024 - Deadline to submit completed packets to HCCSD (early submissions are encouraged)
February 7, 2024 - HCCSD will submit completed resolution requests packets to Commissioner's Court
February 20, 2024 – Commissioners Court

Signed resolution templates will be available a few days after the Commissioner's Court date of approval and can be picked up at the HCCSD office, emailed to the applicant, or emailed directly to TDHCA Housing Tax Credit Program staff.
Failure to provide a completed submission packet will cause your application to be ineligible for placement on the Commissioners Court agenda, and no resolution will be granted.
Please note that this recommendation by HCCSD does not constitute approval from the county. All resolutions are subject to approval by the Harris County Commissioners Court.
