Harris County Community Services Department (HCCSD) has released the Harris County Community Development Block Grant (CDBG) Public Facilities and Infrastructure (PFI) Request for Proposals. Applications are available to all interested and eligible applicants (as outlined in the application) from February 19, 2024, to April 5, 2024. Proposals received later than the date and time for submission will not be considered!

Eligible project activities for CDBG include projects that serve low-to-moderate income persons or a low-to-moderate area that includes one of the following:

  • Acquisition in conjunction with a proposed facility or improvement project
  • Streets, Sidewalks and Drainage Improvements
  • Public Facilities Improvements
  • Water and Sewer Improvements
 
The CDBG funds were provided by the U.S. Department of Housing and Urban Development. The anticipated amount of funding available based on CSD’s PY2023 Allocation is listed below.

Harris County Community Services Department (HCCSD) has released the Harris County Community Facilities and Infrastructure Investments, and Capacity Building & Operating Expenses. Applications are available to all interested and eligible applicants (as outlined in the application) until March 22, 2024. Applications should be submitted to CSD Box Platform. These funds were provided by the U.S. Department of the Treasury and by Congressional Appropriation. Estimated Funding Available is: 

Total available funding: $19,900,000

Eligible proposal(s) shall be chosen within each precinct, with the possibility to select additional proposals subject to funding constraints. The eligible projects include:

Renovation or construction of new physical infrastructure with a focus on augmenting the capacity of nonprofit organizations.

Strategic acquisition of pre-existing facilities to increase the operational capabilities of nonprofit organizations.

Construction projects needing gap financing and are slated for completion within the stipulated ARPA expenditure deadlines.

Capital improvement projects designed to support nonprofit organizations dedicated to addressing food insecurity, homelessness, behavioral health, and/or violence or domestic violence reduction.

Projects proposing to increase operational capacity for an existing program including but not limited to providing for increased staffing needs, in alignment that addresses barriers to the improvement or stabilization of the lives of county residents’ such as food insecurity, housing insecurity and homelessness, domestic violence or sexual abuse, mental health, and behavioral health supports.

Harris County Community Services Department (HCCSD) will release the Harris County Community Development Block Grant Public Services (CDBG PS)  and Emergency Solutions Grant (ESG) RFP . Applications are available to all interested and eligible applicants (as outlined in the application) from January 9, 2024, to February 5, 2024. Proposals received later than the date and time for submission will not be considered!

Eligible project activities for CDBG PS include projects that serve low-to-moderate income persons and serve at least one of the following categories.

  • Homelessness
  • Children & Youth, Seniors
  • Disabled Persons
  • Victims of domestic violence
  • Employment Services/Workforce Education.

Eligible project activities for ESG include projects that benefit homeless persons and fall under at least of one of the ESG components:

  • Homeless Prevention
  • Emergency Shelter
  • Rapid Re-housing
  • Street Outreach

ERA funds will be offered to supplement ESG project activities:

  • Homeless Prevention (emergency rental assistance)
  • Rapid Re-housing (emergency rental assistance)

The CDBG PS and ESG funds were provided by the U.S. Department of Housing and Urban Development. ERA funds are provided by the U.S. Department of Treasury. Harris County FY202 Texans Feeding Texans Request for Proposals (Closes 8/25/2023)

As part of the Texas Department of Agriculture's (TDA) Texans Feeding Texans Home-Delivered Meal Grant program, Harris County is currently accepting applications from eligible organizations seeking a Harris County qualifying grant.  To be eligible, organizations must have an existing TDA program that serves home-delivered meals to Harris County homebound elderly and/or disabled residents.  Organizations awarded and approved fora qualifying grant will receive the County Resolution Form, required for TDA application.

All applications are due by electronic submission to rfp@csd.hctx.net to Harris County by Friday, August 25, 2023, before 2 p.m.
 
Organizations may request, by August 21, 2023, an accommodation to hand deliver the submission. Please send accommodation request to rfp@csd.hctx.net. Instruction for hand delivery will be provided via email.

Texans Feeding Texans Request for Qualifications

As part of the Texas Department of Agriculture's (TDA) Texans Feeding Texans Home-Delivered Meal Grant program, Harris County is currently accepting applications from eligible organizations seeking a Harris County qualifying grant.  To be eligible, organizations must have an existing program that serves home-delivered meals to Harris County homebound elderly and/or disabled residents.  Organizations awarded a qualifying grant will receive the County Resolution Form, required for TDA application.

All applications are due by electronic submission to rfp@csd.hctx.net and two hard copies to Harris County by Friday, September 9, 2022 before 2 p.m. Hard copies can be mailed to or dropped off at the Harris County Community Services Departments located at 8410 Lantern Point Drive, Houston, TX 77054. 

 

Late applications will not be accepted.

Harris County Community Services Department (HCCSD) has released the Harris County Affordable Rental HousingProgram (ARHP) Request for Applications/Proposals(RFA). ARHP applications are available to all interested and eligible applicants (as outlined in the application) from September 28, 2022, to November 3, 2022 or until available program funding is fully allocated. Applications should be submitted by November 3, 2022, 2:00 PM CST to HCCSD's Office located at 8410 Lantern Point Drive, Houston, Texas 77054. Late applications will not be accepted.

These funds were provided by the U.S. Housing & Urban Development Dept and by Congressional Appropriation. Estimated Funding Available is:

  • Total CDBG-Disaster Recovery Funding RFP/RFA: $113,000,000

Maximum CSD funding request will be $13,500,000 per application.  HCCSD determines the form of assistance to be provided to affordable housing projects.  Eligible forms of subsidy include: 1) Grants for non-profits and Community Housing Development Organizations (CHDOs) and Community Based Development Organizations (CBDOs) and 2) Loans that can be forgivable and interest bearing or non-interest bearing.

Eligible projects include but not limited to acquisition, rehabilitation, and or new construction of affordable rental housing units. Harris County is prioritizing projects that are:

a) Shovel ready multi-family or single-family rental housing projects, where design and engineering plans are at least 60% complete and the project will complete construction by June 1, 2024, unless otherwise extended.

b) Acquisition and or moderate rehabilitation of existing multi-family, SRO or single-family rental housing units that will complete rehabilitation construction by June 1, 2024. This includes the development of non-congregate shelter for individuals and or families that are 1) homeless or 2) those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or Human Trafficking as defined by HUD.

c) Rental housing projects that are a part of an existing homeless housing and services campus that will increase the availability of units for individuals and or families that are 1) homeless or 2) those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or Human Trafficking as defined by HUD.

d) Rental housing projects under HOME ARP that serve Qualifying Populations that are 1) homeless or 2) those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or Human Trafficking as defined by HUD.

Harris County Community Services Department's (HCCSD) Program Year 2022 (PY2022) Request for Proposals (RFP) for Community Development Block Grants (CDBG) and Emergency Solutions Grants (ESG) funding is posted under Job Number #21/0237. 

The Guidebook, Applications, and Budgets will be available from Friday, July 30, 2021, through Monday, August 30, 2021, to all eligible applicants through the Harris County Purchasing Department's website using the Bonfire  Online system (https://purchasing.harriscountytx.gov/).

Request for Expression of Interest from Qualified Agencies—COVID CARES Housing Plan

Harris County Community Services Department (HCCSD) has released the 2020 COVID CARES Request for Expression of Interest (REI) from Qualified Agencies. This REI is a joint venture between HCCSD and the City of Houston, as members of The Way Home Continuum of Care (COC), to assist in the community's plan to combat the COVID-19 pandemic for those who are experiencing homelessness. The first round of applications are due on July 10, 2020, via email to HCCSD, City of Houston and Coalition for the Homeless. HCCSD will continue to accept applications on a rolling basis until all of the Harris County and City of Houston CARES Act funding is allocated. For those organizations that are recommended for Harris County funding, other items will need to be submitted and evaluated prior to granting the actual award.

An open session regarding the Request for Expression of Interest from Qualified Agencies was held on Monday, July 6, 2020, from 2:00 pm - 3:30 pm. Representatives from the City of Houston's Housing and Community Development; Harris County Community Services Department; and the Coalition for the Homeless, lead agency to The Way Home, were available to answer questions.

Harris County Community Services Department's (HCCSD) Program Year 2021 (PY2021) Request for Proposals (RFP) for Community Development Block Grants (CDBG) and Emergency Solutions Grants (ESG) funding is posted under Job Number #20/0263.  The Guidebook, Applications and Budgets will be available from Friday, September 25, 2020 through Monday, October 26, 2020 to all eligible applicants through the Harris County Purchasing Department's website using the BuySpeed Online system (https://purchasing.harriscountytx.gov). On Purchasing's main page, mouse over the "Bids/Proposals" tab and click on "Current Solicitations" to bring up the BuySpeed Online graphic. Click BuySpeed Online and follow the instructions to register with BuySpeed Online (https://bids.hctx.net/bso/) and gain access to Bid #20/0263. Applications are due to the Harris County Purchasing Department, 1001 Preston, Suite 670 (6th Floor), Houston, Texas 77002 by October 26, 2020 before 2:00 pm local time.

Proposals received later than the deadline above will not be considered!

Affordable Rental Housing Program Request for Applications – Second Round

Harris County Community Services Department (HCCSD) has released the Harris County Affordable Rental Housing Program Request for Applications (RFA) – Second Round. Affordable Rental Housing Program Applications are available to all interested and eligible applicants (as outlined in the application) from November 6, 2019 to January 22, 2020 or until available program funding is fully allocated. Applications should be submitted to HCCSD's Office located at 8410 Lantern Point Drive, Houston, Texas 77054 during regular office hours from 8:00 am to 5:00 pm. Please visit Harris County's Disaster Recovery page (www.harrisrecovery.org) for general information about the CDBG-DR program, the County's Supplemental Action Plan, applicable policies, standards and any updates. Applicants can also contact HCCSD Development staff to schedule a technical assistance appointment by email or phone until close of business on Monday, January 6, 2020. No technical assistance will be offered after January 6, 2020. An Applicant Conference will be held on Tuesday, December 3, 2019, from 1:30 to 3:30 pm at the Harris County Community Services Office located at 8410 Lantern Point Drive, Houston, Texas 77054. Applicants interested in attending should register by emailing their request to rfp@csd.hctx.net with the names of attendees, email addresses, phone number and organizations they represent. Title the email "RFA Applicant Conference". Each organization is limited to two attendees due to limited space.
